6th District Republican Party Rules
1. MEMBERSHIP
1. QUALIFICATIONS FOR PARTICIPATION IN PARTY ACTIONS:
A. All qualified voters under the laws of the State of Georgia who are
in accord with the principles of the Republican Party, believe in its declaration
of policy,and are in sympathy with its aims and purposes may participate
as members of the Republican Party in its conventions or Mass meetings in
their respective jurisdictions.
B. All chairmen and members of committees, Delegates to Conventions and
voters in mass meetings, provided for in these rules, shall be members of
the Republican Party, as defined above, and must be qualified registered
resident electors of the respective units which they represent as Chairmen,
members, Delegates, or voters in mass meetings, except as provided in State
Rule 28.
2. PUBLICATION OF QUALIFICATIONS:
A. The qualifications for such membership in the Georgia Republican Party
shall be published in all official Calls of Mass Meetings and conventions,
as herein stated,and as may hereafter be prescribed by the State Committee,
and pursuant to the rules of the Republican National Convention.
II. STATE AND DISTRICT COMMITTEES
3. DISTRICT COMMITTEE:
A. There shall be a committee officially known as the ìSixth Congressional
District Republican Committee,î hereinafter designated as the ìDistrict
Committee,î which shall be the governing body of the Republican Party
of the Sixth Congressional District and shall act as the Republican Party
of and for the District in the interim between District Conventions.
B. There shall be an Executive Committee of the District Committee which
shall have the power to transact the administrative business of the Sixth
District Republican Party pursuant to these Rules and the direction of the
District Committee.
C. Meetings of the District Committee and the District Executive Committee
shall be held upon written notice, given at least ten (10) days in advance,
on the call of the Chairman or on the call of one-third (1/3) of the members
thereof. The District Committee shall meet at least three times a year.
The notice of such meetings shall be given according to the Notice Section
36 of these Rules.
4. DISTRICT COMMITTEE, OFFICERS AND MEMBERS:
The District Committee shall consist of the following officers and members:
A. Officers:
(1) The Sixth District Chairman who shall be the Chairman of the District
Committee
(2) First Vice-Chairman
(3) Second Vice-Chairman
(4) Third Vice-Chairman
(5) Fourth Vice-Chairman
(6) Fifth Vice-Chairman
(7) Sixth Vice-Chairman
(8) Secretary
(9) Treasurer
(10) Assistant Secretary
(11) Assistant Treasurer
(12) The County Chairman of the county(ies) representing the Sixth District
(13) The immediate Past Sixth District Chairman
B. Members:
(1) The Officers designated above
(2) The Republican Congressional nominee of the Sixth District from the
preceding General election
(3) The State Committee members elected at the District Convention
(4) The District Director of the Sixth District of the Georgia Federation
of Young Republicans
(5) The Sixth District Director of the Georgia Federation of Republicans
Women
(6) Ten (10) members elected at the District Convention to serve on the
District Committee only
(7) All members of the State Committee who reside in the Sixth Congressional
District and are not otherwise members of the District Committee
C. The term ìChairmanî is used in these Rules as a non-gender
specific term.
5. EXECUTIVE COMMITTEE:
The Executive Committee shall consist of the following members who shall
be voting members: all officers and County Chairmen, as described in Rule
4A of these Rules.
6. ELECTION OF OFFICERS AND MEMBERS OF THE DISTRICT
COMMITTEE AND MEMBERS OF STATE COMMITTEE:
A. The officers and members of the Sixth District Committee (except the
District Director of the Georgia Federation of Republican Women and the
District Director of the Georgia Federation of Young Republicans, the County
Chairman, and all members of the State Committee who reside in the Sixth
Congressional District and are not otherwise members of the District Committee)
shall be elected by the District Convention or by District Primary if one
shall be authorized as hereinafter provided.
B. They shall hold office for two years or as otherwise provided by the
Rules or Call of the Georgia Republican Party and until their successors
are duly elected or qualified, unless sooner removed from office in accordance
with these rules.
C. The members of the State Committee to be elected from the Sixth District
as specified in the State Call shall be elected at the District Convention.
7. VACANCIES:
A. In the event of the death, resignation, or removal of any officer or
member (except for a member elected by a County Convention, County Committee,
or any other auxiliary organization) according to Rule 8 of these Rules,
the District Committee shall fill such vacancy by a majority at any properly
constituted meeting of said District Committee, within sixty (60) days of
the occurrence of such vacancy. The written notice of such meeting, given
pursuant to Rule 3C and 36 of these Rules, shall disclose the existence
of such vacancy and the purpose of the meeting.
B. In the event of the death or resignation of a member elected by a County
Convention or County Committee, the County Committee shall fill such vacancy
and shall notify the District Committee of its action according to the Notice
Rules (Section 37 in these Rules) in writing within five (5) days after
election. If such vacancy is not filled within ninety (90) days after it
occurs, the District Committee may fill such vacancy by a Majority vote
of a quorum present, on its own motion.
8. REMOVAL OF OFFICERS AND MEMBERS:
A. Any officer or member may be removed from office for cause by the District
Committee, subject to the same terms and conditions as prescribed herein,
by a vote of two-thirds (2/3) majority of a quorum present at a duly called
meeting of the District Committee; provided, however, that such individual
be given written notice of such meeting given (according to Section 36 of
these Rules) at least thirty-two (32) days in advance thereof, setting forth
the ground therefor,and (ii) an opportunity to be present at such meeting
and to be heard in person
and/or by any representative of his choice.
B. ìCauseî as used herein shall include:
(1) Continued failure to perform his duties or participate in the affair
of the party. Failure to attend, in person or by proxy, three (3) consecutive
meetings of the District Committee shall be prima facie evidence of failure
to perform duties.
(2) Conduct detrimental to the party.
(3) Public support of any candidate or nominee of an opposition party
in a primary, run-off, or general election by any member of District Committee
shall be prima facie evidence of conduct detrimental to the best interests
of the party.
(4) Public endorsement by a member of the Committee, in his official capacity
of any Republican candidate in a contested primary prior to the election
of the Party nominee in that contest shall be prima facie evidence of conduct
detrimental to the best interests of the party.
C. Any member or officer may resign by submitting his resignation to the
District Chairman or the District Committee.
9. QUORUM:
A majority of the voting members of the Sixth District Committee, in person
or by proxy, shall constitute a quorum for the transaction of business.
10. PROXIES:
The members of the Sixth District Committee may be represented in all
official matters by proxies, subject to the following conditions:
A. Except as provided in Rule 10B of these Rules, any member of the Committee
may direct his proxy only to another member of the District Committee.
B. The District Director of the Sixth District of the Georgia Federation
of Republican Women and the Director of the Georgia Federation of Young
Republicans may direct their proxies to any member of the District Committee
or to any officers in the Georgia Federation of Republican Women in the
Sixth District, or the Georgia Federation of Young Republicans in the Sixth
District respectively, or to a member of governing body of these organizations
in the Sixth District, respectively.
C. All proxies shall be in writing, shall specify the meeting for which
they are given, and shall be signed by the maker. Notice of proxies shall
be given according to the Notice Rules (Section 376) of these Rules.
III. COUNTY COMMITTEES
11. COUNTY COMMITTEE:
There shall be a committee in each County officially known as the ________________
County Republican Committee,î hereinafter designated as the ìCounty
Committee.î
12. RULES:
Rules governing County and City Committees shall be those accepted by
the State Committee, plus the rules adopted by the City and County.
IV. DUTIES OF DISTRICT AND COUNTY COMMITTEES
13. DISTRICT COMMITTEE:
A. The District Committee shall, in the interim between District Conventions,
be vested with all the duties, powers, and privileges possessed by the District
Convention, shall act as the Republican Party of and for the District in
said period and shall be the governing body of the District.
B. The District Committee shall call all District Conventions or Primaries,
other than the bi-annual conventions, make arrangements therefor and fix
the time and place for holding the same. Each such call shall state the
purpose of the convention, as well as the time and place of such convention,
and shall notify each County and City Chairman of the number of delegates
and alternates to which all units are entitled therein. It shall cooperate
and assist with all District Campaigns. It shall cooperate with the State
Committee in conducting all Statewide campaigns within its District boundaries,
National and State causes and otherwise aid the State Committee in other
efforts, where practical.
C. The District Committee shall decide all controversies within its jurisdiction,
with right of appeal by petition to the State Committee.
D. The Executive Committee shall have the power to transact the administrative
business of the District Committee and make recommendations to the District
Committee for its consideration.
14. COUNTY COMMITTEE:
The County Committee shall call the County Conventions and mass meetings
or primaries, make arrangements thereof, fix the basis of representation
by delegates to local conventions and the time and place for holding same.
Said County Committee shall cooperate with the State Committee and its District.
Committee in conducting all elections within its boundaries. Each County
Committee shall decide all controversies and contests within its jurisdiction,
with the right of appeal to the District Committee, provided said controversy
arose within the boundaries of the District. Appeals shall be taken to the
District Committee within thirty (30) days after the decision appealed from
by petition signed by at least twenty-five (25) qualified Republican voters
of the political unit affected.
V. DUTIES OF OFFICERS
15. CHAIRMAN:
The District Chairman shall issue and publish calls for District Conventions
at least fifteen (15) days prior thereto, and shall there preside until
a temporary organization is effected. Each such call shall state the purpose
of the District Convention and shall notify each County Chairman in said
District of the number of Delegates and Alternates to which each such County
is entitled therein. The District Chairman shall convene the District Committee
when the needs of the Party may so demand, but in no event less than three
times during each year, and he shall preside at all meetings of said Committee.
He shall also appoint interim convention committees prior to the District
Convention, and shall provide for the timely distribution of all Convention-related
notices required by these Rules and the Rules of the Republican Party of
Georgia.
16. FIRST VICE-CHAIRMAN:
The First Vice-Chairman shall act for the District Chairman in his absence.
If the First Vice-Chairman is absent, the next succeedingly numbered Vice
Chairman who is present shall so act. All Vice-Chairmen shall perform such
duties as may be assigned from time to time by the District Chairman or
the District Committee.
17. SECRETARY:
The Secretary shall keep the minutes and records of the meetings of the
District Committee and the District Executive Committee. He shall serve
as secretary of the District Convention until a temporary organization is
effected and shall keep a record of the proceedings of each District Convention
and shall perform such other duties as may be prescribed by the District
Committee. The District Secretary shall keep a roster of the names and addresses
of all County Chairmen and District Committee members.
18. TREASURER:
The Treasurer shall have the custody of and responsibility for the funds
of the Sixth District Republican Party, and shall deposit said funds in
a bank or banks selected by the District Executive Committee, which funds
may be drawn against as prescribed by the District Executive Committee.
The said Executive Committee shall annually secure an audit or review and
the same shall be presented to the Committee at the first meeting following
the audit or review. The Treasurer shall present at each District Executive
Committee meeting a financial report summarizing income, expenses, assets,
and liabilities of the Sixth District Party.
19. OTHER OFFICERS:
The other District Officers shall have the normal duties attendant to
such offices not inconsistent with these rules.
20. ENDORSEMENT:
No elected officer of the Sixth District Congressional Republican Committee
as provided for in Rule 4A of these Rules shall publicly endorse on behalf
of or in the name of the Sixth District Congressional Republican Committee
or in his or her capacity as an officer, any Republican candidate in a contested
primary prior to the Primary Election.
21. DELIVERY OF RECORDS:
Officers of records shall deliver to the new office holders the records
within one week after retiring from office.
VI. CONVENTIONS
22. TIMING:
A. There shall be held in each odd numbered year a District Conventions
for the purpose of reorganizing the Republican Party in the District and
for the purpose of transacting all necessary and proper business of the
District Party. There shall be held, in presidential election years, District
Conventions for the purpose of electing Delegates and Alternates to the
Republican National Convention and for the purpose of transacting all necessary
and proper business of the party. Said conventions shall be held in a building
suitable for public use. The elections of officers and members of the District
Committee or the election of delegates to the District Convention may, however,
be by primary election if one shall be authorized for the District.
B. In conformity with State Rule 38B2, within ten (10) days after holding
their respective County Conventions, the Chairman of each County Convention
within the District shall file the credentials of the Delegates and Alternates
elected to the District Convention, signed by the Chairman and Secretary
of the County Convention, to the Chairman of the Congressional District
in which the county is located.
23. OFFICIAL BUSINESS:
All District Conventions shall be open to the public. No official business
shall be transacted at any Convention while any of its committees are in
session. Only Delegates and seated Alternates elected by the various County
Conventions may participate in official business of the District Convention;
provided, however, that the then-existing Chairman of the District, if not
elected as a Delegate or Alternate thereto may participate in the District
Convention, but in such event said Chairman shall have no vote.
24. SELECTION OF CANDIDATES:
Candidates for elective public office may be selected or nominated by
the appropriate convention; provided, however, that candidates may be selected
or nominated by primary elections, state at large or within the political
subdivision involved and that each such primary or primaries are authorized
as hereinafter provided:
25. REPRESENTATION:
Representation at District Convention shall be in accordance with Rule
42 of the State Rules, or its Successor Rule.
26. INTERIM CONVENTION COMMITTEES:
A. The District Chairman shall appoint, subject to the qualifications
of these rules, all interim convention committees no later than 45 days
prior to the date of the District Convention. The Chairman must appoint
an Interim Rules, Interim Nominating, and Interim Credentials Committee
and may appoint such other committees as he deems appropriate. The appointments
to the Interim Nominating Committee are subject to approval by a majority
vote of the District Committee. At least one resident voter of each County
shall be appointed to the Interim Credentials Committee.
B. If any member of the Interim Rules, Interim Nominating, or Interim
Credentials Committees is not elected a Delegate or Alternate to the District
Convention, a vacancy shall be declared by the Chairman and the Chairman
shall appoint a delegate or alternate to fill that vacancy.
C. The Chairman of each Convention Committee must provide notice to all
Convention Committee members reflecting the meeting schedule for their respective
committees. The District Chairman shall notify by written notice mailed
ten (10) days in advance thereof, all Delegates and Alternates and County
Chairman of time, place, and date of the District Convention, and Interim
Convention, and Interim Convention Committee meetings and appointments.
D. The Interim Rules Committee shall prepare the Rules and Order of Business
for the conduct of each District Convention in advance thereof. The Order
of Business shall be delivered to the District Chairman and submitted for
approval by him to the Delegates present at the District Convention at the
outset thereof. Rules shall be submitted to the official Committee on Rules
of each convention for its consideration and report to the convention in
session. This committee shall provide a copy of existing rules and changes
to all delegates and alternates upon their registration at the convention.
E. The Interim and Permanent Nominating Committees shall nominate one
eligible candidate for each position to be filled at the District Convention.
F. All Interim Committees shall meet at least once at a common place,
date, and time, which common meeting shall be at a place within the District
and which shall be set by the District Chairman at least seven (7) days
prior to convening of the District Convention. Each Interim committee may
have such additional meetings as necessary by the Interim committee chairmen
27. ELECTION OF OFFICERS:
The election of officers (see Rule 4A of these Rules) by a Sixth District
Convention shall be conducted in the following manner:
First the entire report of the Nominating Committee shall be made. Then
individual elections of the officers shall be conducted. In each election
process the Nominating Committeeís nominee shall first be placed
in nomination and then nominations for that position shall be accepted from
the floor. If more than two candidates are nominated for the same position
and no candidate receives a majority of the votes cast, there shall be a
run-off election between the two candidates receiving the largest number
of votes. In each election, debate shall be permitted. Debate may be limited,
although no candidate in a contested District Officerís race shall
be limited to less than five (5) minutes for the office of Chairman and
two (2) minutes for all other offices (including nominating speeches).
28. ELECTION OF DELEGATES AND ALTERNATES:
A. The election of delegates and alternates to a National Convention by
a Sixth District Convention shall be conducted in the following manner.
B. First the entire report of the Nominating Committee shall be made.
Then individual elections of the delegates shall be conducted, followed
by individual elections of the alternates. In each election process the
Nominating Committeeís nominee shall be placed in nomination and
then nominations for that position shall be accepted from the floor. If
more than two candidates are nominated for the same position and no candidate
receives a majority of the votes cast, there shall be a run-off election
between the two candidates receiving the largest number of votes. In each
election, debate shall be permitted, but limited in the following manner.
Each nominee shall be permitted to speak for not more than two (2) minutes;
provided that if a nominee has spoken in one election, he or she shall not
be permitted to speak as a nominee in any subsequent election. One nominating
speech and one seconding speech for each person nominated shall be permitted,
each such speech not to exceed two minutes.
C. An alternate shall be elected and named for every delegate. Delegates
and alternates shall not be paired. The delegates shall themselves by caucus
on the convention floor and by majority vote decide which of the alternate
delegates shall take the place of any missing delegates at the convention.
29. ELECTION OF MEMBERS:
The election of members from the Sixth District at large who shall be
the Sixth District members of the State Committee and the election of an
additional ten members to the District Committee (See Rule 4B (4) and (7))
shall be conducted in the following manner: First, the entire report of
the nominating committee shall be made. The report shall then be open to
amendments from the floor of the convention. No speeches or debates shall
be allowed on such amendments. Such amendments shall be limited to the proposal
of another nominee for a membership position. In the event that the report,
as it may have been amended shall fail to pass, then individual election
shall be held for each position.
VII. PRIMARIES
30. PRIMARY ELECTIONS:
Primary elections may be conducted within the District for the purpose
of nominating candidates for elected public office, electing officers and
members of any committee, or electing delegates to any convention or for
any of these purposes whenever such primary or primaries are authorized,
as herein provided.
31. PROCEDURE:
Whenever a District or County Convention shall, by majority vote, declare
primary elections for the purpose of nominating candidates for elective
office within their respective political subdivision, or for electing officers
from such political subdivision, or for electing delegates to any convention,
such primary elections may be held for the purpose or purposes declared.
The District Committee shall adhere to necessary rules and regulations established
by the State Committee consistent with any applicable Federal or State laws
for the conduct of such primary election and for the certification of the
results.
32. MULTIPLE COUNTIES WITHIN A SUBDIVISION:
Where any political subdivision shall include more than one County, the
several County Chairmen shall jointly call together the County or City Committees
included therein, for the purpose of calling a convention or mass meeting
of the voters within said subdivision or to declare that a primary election
shall be held for the nomination of the said candidates. The County Committees
in such joint meetings shall make the necessary arrangements for the said
Convention or mass meeting or primary campaign for the election of the nominated
candidates where the subdivision consists of only one County. The Chairman
of that County shall convene its committee for the same purpose.
VIII. MISCELLANEOUS
33. AMENDMENT:
These rules may be amended at any Sixth District Republican Convention
by a majority vote or by the District Committee by a two-thirds (2/3) vote
of its members present at any properly constituted meeting, after due notice
of such intention has been served on all members thereof in the call for
such meeting
34. EFFECTIVE DATE:
These Rules shall become effective upon their adoption.
35. RULES FOR MEETINGS:
Except as modified by these Rules or State Rules, Robertís Rules
of Order, Newly Revised, shall govern the conduct of meetings and conventions.
36. NOTICE:
Notice shall be provided via postal mail or electronic means including,
but not limited to, telephonic facsimile or electronic mail. Signature may
be provided in the same means.
